I’m watching two older men standing by a reservoir. It’s raining for the first time in a while. One man (Gene Hackman) is holding a hose and wants to spray the other man in a playful way. He then turns serious and tells the other man that there is no water surplus. The other man is shocked and incredulous.

The angle changes to show several cars pulling into a water duct (like in LA). A black sedan is followed by a black limo. Several official-looking people exit, including the mayor (James Cromwell). Three Marines armed with M-16s also exit and secure the area. I keep my attention on the soldiers as they sweep the area. The mayor is angry and trying to investigate the water situation.

Suddenly, a young soldier appears from a doorway above us and opens fire. We all scatter as one of our Marines returns fire. We see a grenade tossed from above and we all take cover.

We’re now in a grassy area near the reservoir looking for the assailants. I see a parked car and tell the Marines to keep an eye on it. I see two men running from the car and yell for them to stop. They keep running and we open fire on them.
